Executive Director
SES Russell Meade
Mr. Meade is the Executive Director of U.S. Marine Corps Forces Cyberspace Command (MARFORCYBER). In his present position, he serves as the Principal Advisor to the Commander of MARFORCYBER and supports the Commander in planning, coordinating, integrating, synchronizing, and directing Marine Corps full spectrum cyberspace operations in support of Combatant Command and Service requirements.

Mr. Meade was selected as a Defense Intelligence Senior Executive Service leader in July 2021.  His areas of responsibility includes advising the Commander on all matters pertaining to his responsibilities as the Marine Corps Service Cyber Component Commander and ensuring close integration with the Intelligence Community.  He serves as the Principal Advisor to the Commander on the formulation, initiation, resolution, and execution of critical, sensitive, and complex cyberspace operations and serves as the Principal Advisor to the Commander for program, resource, and organizational management matters.

Serving as the Director of the Marine Cryptologic Office from 2002-2021, he was the senior advisor to the Marine Corps Director of Intelligence for Signals Intelligence issues and the senior Marine Corps Intelligence representative to the National Security Agency, Headquarters Marine Corps.  His responsibilities included support to deployed tactical forces across the Marine Intelligence Enterprise, Unified Intelligence Strategies, and strategic planning and support to the Director of Intelligence in all Service Cryptologic Component Commander responsibilities related to operations, programming, budgeting, training, personnel, policy, doctrine, and foreign relationships for cryptologic activities.  He also served as the compliance and Intelligence Oversight senior authority for Marine Corps tactical Signals Intelligence forces worldwide.

Mr. Meade started his intelligence career in 1993 as a Marine Corps Signals Intelligence and Electronic Warfare Officer where he participated in a number of deployed military operations including missions in the Balkans, West Africa, and the European Command area of responsibility.  His civilian awards and decorations include the Meritorious Civilian Service Award and the Marine Corps Intelligence Association’s Marine Civilian of the Year Award.

Mr. Meade is a graduate of the George Washington University with a BA in Political Science and he holds an MS in Strategic Intelligence from the Joint Military Intelligence College.
